“JetOpti does not act as an air carrier, air broker, or aviation service provider and does not hold an air operator certificate (AOC) or aviation licenses. All aviation services are provided exclusively by licensed, independent charter companies. JetOpti operates solely as a technology platform and intermediary. The transport contract is concluded directly between the customer and the operating charter company; JetOpti is not a party to it.”
