Yes. An empty leg exists because another trip created it, so the operator or the aircraft’s owner can still take the aircraft back. Only 33 of the 61 companies here say on their own site what happens when a booked leg is changed or cancelled, and 8 say what happens to your money. Ask when the leg becomes firm, and get the terms in writing before you pay.
Book with an operator directly when it flies the route you want, or through a broker or marketplace that lists many operators. Before you pay, ask who operates the flight and under which certificate, until when the leg can be taken back, and what comes back if it is.
