Business class flights to Cebu land at Mactan–Cebu International (CEB), on Mactan Island rather than in the city itself. The resort strip at Punta Engaño is a twenty-minute drive from the terminal; Cebu City across the bridges is barely any further on the map and realistically an hour when the Mandaue traffic is against you. Terminal 2 handles every international arrival, and it is small enough that formalities are usually quicker than the drive that follows them.
The nonstops are Asian and Middle Eastern. Cathay Pacific flies Hong Kong in about 2h35m, China Eastern flies Shanghai in about 3h20m, Singapore Airlines runs Changi in about 3h25m, Korean Air comes down from Seoul Incheon in about 4h10m, and Philippine Airlines and United both fly Tokyo Narita in about 4h30m. From the Gulf, Emirates serves Dubai in about 9h30m and Qatar Airways serves Doha in about 10h — by some distance the longest nonstops into the airport, and the reason Cebu works as a one-stop destination from Europe rather than a domestic add-on to Manila.
There is no nonstop from North America or from Europe: Los Angeles and Istanbul both connect, and so does London. From those markets the trip is one stop, through Doha, Dubai, Hong Kong, Seoul, Tokyo or Manila. Via the Asian hubs the final leg is short enough that the hub matters more than the aircraft; via Doha or Dubai the long flight is the one into Cebu itself, so the seat on that leg is the thing to check. Be clear-eyed about the seat: the widebody lie-flat cabin is on the long-haul legs, while the regional and domestic hops into Cebu are typically narrowbodies with a recliner-style business class.
Hong Kong to Cebu in about 2h35m, and the most flexible single connection from London, New York and much of Europe. The leg is too short for the seat to decide anything — what you are buying is the Hong Kong connecting bank and the lounge before it.
Changi to Cebu in about 3h25m, timed against the long-haul arrivals from London, the US and Australia. Aircraft vary on the regional network, so confirm what you are getting: the business cabins on the narrowbodies and the widebodies are not the same product.

Expect a 777 rather than an A380 here, and the 777 business cabin varies by airframe while the fleet is being refitted — confirm the layout on your date if direct aisle access matters.

Cebu runs on a dry season and a wet one. December through May is the dry stretch and the reason most people come. January to April is reliably the best of it — the settled stretch for Moalboal, Malapascua and the Oslob whale sharks, with daytime temperatures in the low thirties — though the amihan wind can still chop up the northern crossings in January and February. June to November is the southwest monsoon, and the typhoon calendar runs from roughly July into December: the Visayas have taken direct hits as late as November and December, and Mactan has closed for them, so treat any wet-season trip as weather-exposed. The inter-island ferries and the small domestic hops to Bohol, Siargao and Palawan are the first things to go — leave a buffer if the islands are the actual destination.
The demand calendar is sharper than the weather. Sinulog, on the third Sunday of January, is one of the largest festivals in the Philippines and fills flights and hotels for the week around it. Christmas and New Year, roughly 15 December to 6 January, bring the balikbayan rush and price at the top of every range above; Holy Week does the same at the hot end of the dry season, falling in late March in 2027. Chinese New Year lifts the Hong Kong, Shanghai and Seoul routes in late January or February. The genuinely soft months are June, September and early November.
Book four to six months ahead for Christmas, Sinulog and Holy Week, and two to four months for everything else. The constraint here is cabin size rather than headline fares: most of the aircraft flying into Mactan are narrowbodies and regional widebodies carrying a dozen or two business seats, and only the Gulf services bring a full long-haul cabin, so discounted inventory disappears well before the published price moves. Emirates, Qatar Airways, Cathay Pacific, Singapore Airlines, Korean Air, China Eastern, Philippine Airlines and United all land at Mactan without a Manila transfer, which avoids a terminal change and Metro Manila traffic on both ends. Manila is worth routing through when the fare is materially lower, when you want Philippine Airlines metal end to end, or when your dates are locked and the direct services are full.
For the seat on the long leg, Qatar Airways via Doha when Qsuite is on the aircraft, with Emirates from Dubai the close alternative.
