Luanda runs on two calendars at once. Corporate travel — energy, logistics, construction and finance — keeps the Frankfurt and Doha flights firm Monday through Thursday all year, while leisure and diaspora traffic concentrates in one narrow window: mid-December to early January, when premium cabins fill first and published fares sit at the top of every range above. Carnival, which falls in February or early March, and Independence Day on 11 November both lift the days around them.
The weather splits the year cleanly. The cacimbo, roughly May to September, is the cool, dry, overcast season and the most comfortable time to be in the city; the rains run from about October into April, hot and humid, with the heaviest downpours around March and April. That makes late January through April the softest stretch for fares once Carnival has passed, with a second lull in late September and October before the holiday build-up starts.

Confirm current visa requirements before departure, since Angola has waived them for a number of nationalities in recent years, and arrange a driver in advance rather than at the kerb.
